The origin of this dress is uncertain, although everything about it is characteristic of English fashion. What keeps the curators of the museum from saying for sure that it’s from England is the fact that the import, use and wear of Asian silks was outlawed completely in the UK between 1721 and 1774. It could be the result of illegal trading (in which the trader, not the wearer, was fined), but it was most likely worn in a British colony in the Americas.
